Civil engineering for the water, roads, rail and ground beneath a development.
NCES Consulting Engineers designs bulk services, storm water, road and rail infrastructure, modelled in modern software before anything is built — and prepares the reports that get developments approved.

Design and modelling across the civil disciplines
From the first services layout to the final contract documents, one team carries the engineering through — so the pipe sizes, levels and road geometry all agree with each other.
Water
Reticulation and bulk supply designed from network models, so pressures and flows are checked under peak demand and fire flow before a trench is opened.
- Pipeline design
- Network modelling and design
- Bulk supply design
Sewage
Gravity networks, outfalls and pumped systems laid out to the available fall, with capacity checked against existing downstream infrastructure.
- Outfall modelling and design
- Network modelling and design
- Pump station design
Storm water
Run-off managed from the catchment down: master plans, piped networks, attenuation and sustainable drainage. Flood lines are mapped from hydraulic models, and bridge openings are sized to pass the design flood.
- Storm water master planning
- Storm water network modelling and design
- Attenuation pond design
- SUDS implementation
- Flood modelling and flood line mapping
- Bridge hydraulic design
Roads
Geometric design informed by traffic modelling, from a new site access onto a municipal street to provincial and national roads and interchanges.
- Intersection modelling and design
- Interchange modelling and design
- National road modelling and design
- Provincial road modelling and design
- Municipal road modelling and design
Rail
Track designed as part of the wider site: alignments, sidings and crossings worked out together with the earthworks, drainage and roads around them.
- Rail alignment design (horizontal and vertical)
- Siding and yard layout design
- Turnout and track layout design
- Level crossing design
- Track formation, earthworks and drainage
Bulk earthworks and platforms
Terrace and platform levels set to balance cut and fill where possible, tie in with roads and drainage, and keep imported material to a minimum.
- Bulk earthworks design
- Platform design and level setting
- Cut and fill balancing
Construction and contracts
Designs carried through to site: tender-ready documentation and cost estimates, then monitoring of the works so what’s built matches what was designed.
- Construction monitoring
- Project management
- Contract documentation
- Costing and estimates
Reports that move a development through approval
Before a site can be rezoned, subdivided or built on, the local and road authorities need evidence that services, traffic and storm water have been dealt with. We prepare those submissions.
Services reports
Civil and electrical services capacity and connection points for the proposed development.
Traffic impact studies
Expected trips, intersection performance and the upgrades needed to accommodate them.
Storm water management reports
How run-off from the site will be collected, attenuated and released.
Site traffic assessments
A focused look at access, circulation and parking for smaller sites.
Flood line reports
Modelled flood lines to confirm where it’s safe and permissible to build.
Access motivations
The engineering case for a new or relocated access onto an existing road.
Section 7 reports
Prepared to the requirements of the relevant road authority for the application.
Parking relaxation applications
Supporting a reduced parking provision where demand and context justify it.
Modelled before it’s built
Every network, road and platform we design starts as a model. Testing flows, levels and traffic in software first means problems are found on screen, where they’re cheap to fix — not on site, where they aren’t.
It also means the reports authorities ask for come straight from the same model as the design, so the numbers line up.
Site and brief
We review the site, survey and development proposal, and confirm what the authorities will need.
Model and test
Services, storm water and traffic are modelled to size infrastructure and test options.
Design and report
Detailed designs and supporting reports are prepared for submission and approval.
Document and build
Contract documents, costing and construction monitoring through to completion.
